Statewide Transportation Improvement Program

The Statewide Transportation Improvement Program (STIP) is Oregon’s four-year transportation capital improvement program identifying prioritization, funding, and scheduling of transportation projects and programs. It includes projects on the federal, state, city and county transportation systems, multimodal projects (highway, passenger rail, freight, public transit, bicycle and pedestrian), and projects in the National Parks, National Forests and Indian tribal lands. While new Federal regulations require that each state produce a STIP at least once every four years, Oregon is continuing to produce a new STIP every two years. Oregon’s currently approved program is the 2006-2009 STIP, adopted by the Oregon Transportation commission on August 17, 2005.

Development of the 2008-2011 STIP is complete and awaiting approval by the Oregon Transportation Commission. The draft STIP may be viewed at your public library, city and county main offices, and at Oregon Department of Transportation regional office at 644 A. St, Springfield. It may also be viewed online, or downloaded to your computer at http://www.oregon.gov/ODOT/HWY/STIP. Paper copies can be obtained by contacting ODOT Planning Section at (503) 986-4168.

Bridge, preservation, and modernization projects proposed for 2010 and 2011 were evaluated for consistency with the Project Eligibility Criteria and Prioritizing Factors adopted by the Oregon Transportation Commission in September 2005. Information on the Criteria can be found beginning on page 237 of the draft STIP. Individual project summaries and maps were developed for proposed modernization projects. Region maps were developed for bridge and preservation projects. This information is contained in an appendix to the draft STIP.

No project priorities were adopted by the MPO policy board, Metropolitan Policy Committee, for the state highway system 2008-2011. However, based on input from the Lane County Board of Commissioners and others, and incorporating ongoing existing State projects, the DRAFT FY08-11 STIP includes the following projects within the MPO area:

I-5: Willamette River - Martin Creek Pavement preservation
I-5 @ Coburg Interchange Interchange modernization
OR569: Beltline Hwy @ Coburg Rd interchange Interchange modernization
OR569 (Beltline Hwy); River Rd - Coburg Rd Development work to prepare for future modernization
OR99: Barger-Washington/Jefferson Preservation and safety improvements at Garfield, Fairfield, Royal
OR99W: Pacific Hwy West over Corp Repair bridge over Railroad

Springfield City Limits-Jasper Bridge
Widen shoulders and remove objects in clear zone
